The Documentation states that “Pages can be rearranged by dragging them to different page location with a mouse.”
This isn’t working for using Chrome or Edge.

IIRC that feature was disabled at some point. Hopefully it will return.
Until drag reordering comes back, you can reorder pages outside the editor. Export the preset as JSON, open it in a text editor, and swap the page ids / control page assignments, then import it back. It’s tedious for a big preset but reliable, and it beats rebuilding pages by hand.
If you’d rather not hand-edit, the low-tech route inside the editor is to work on a copy: duplicate the preset, then move the controls page by page into the order you want in the copy. Slower, but no JSON.
One thing worth checking before either: the docs page may simply be describing the old behaviour rather than the current build, in which case a note in the docs would save the next person the same hour. Worth mentioning what firmware and editor version you’re on so it’s clear which build the docs are out of step with.
