Can instrument file have more than 432 controls?

It is obvious that a preset can only have max 432 controls (36 * 12). But, it is logical to assume that an instrument file can have any number of controls, since it is just a blueprint to make presets out of it. Is that a correct assumption?

Yes, that is correct assumption. There is no limit on number of the controls in the instrument file.
